Since the inauguration, billionaires who funded climate action over the last decade have avoided criticizing Trump’s climate policies.

The speaker replaced a Republican who had criticized the president-elect and broken with him on key issues, and who had drawn the ire and suspicion of those close to the president-elect.

Representative Michael R. Turner, Republican of Ohio, had at times been critical of the president-elect. He told people that he was axed after an edict from Mar-a-Lago.

After twists and turns, a contentious plan meant to reduce traffic and pay for transit improvements is scheduled to take effect at midnight Sunday.
