Norfolk holds ribbon cutting ceremony to kick off year-round cruises

NORFOLK, Va. (WAVY) - The City of Norfolk started off their year-round cruises with a ribbon cutting at the newly renovated Half Moone Cruise Center Tuesday morning.

The Carnival Sunshine, which holds up to 3,700 guests, will be the first cruise of the year. Carnival said they expect to sail a total of 150,000 guests annually from Norfolk — a feat only possible due to recent renovations to help with customer flow.

Renovations almost complete to enhance cruise operations in Norfolk

The $12 million renovation includes a new walkway to allow for more passengers to debark at one time and an improved space for customers to pick up their luggage before going through new customs checkpoints.

Due to all of the renovations, Carnival will now offer six-to-eight-day itineraries to The Bahamas, Bermuda, Canada and the Eastern Caribbean out of Norfolk.

Carnival announces new cruises out of Norfolk for 2026-27

Work will continue throughout the season, however, to continue to improve access for traffic dropping off passengers. All of the improvements are expected to bring over $19 million to the city annually, according to officials.

10 On Your Side spoke to a Carnival Cruise employee off camera, asking if they think the cruises coming in will be good. They agreed, saying it will be good for hotels, restaurants, and businesses. 

D’Egg in Downtown Norfolk agrees and is ready to go. 

“One of the first things I noticed is that we have the cruise schedule posted on the wall so that we are, you know, we know that it's going to have an impact on our business,” said Karen Randall, a server at D’Egg. 

Randall says they want to be able to staff appropriately and take care of people that come to the restaurant. 

And other places in Downtown Norfolk, like Selden Market, are excited to see more tourists. 

The ribbon cutting took place at 10 a.m. at the Half Moone Cruise Center. Norfolk Mayor Kenneth Alexander, Nauticus Executive Director Stephen Kirkland and Carnival Vice President of Port Operations David Candib were in attendance.

Deputies: Arrest made after body found near George Washington Hwy.

NEWPORT NEWS, Va. (WAVY) — An arrest has been made after a body was found by George Washington Memorial Highway Tuesday morning, deputies said.

The York-Poquoson Sheriff's Office responded for the report of a body lying face down off the shoulder of the road. A resident reportedly found the body while they were walking.

Deputies said the body matched the description of a man who was reported missing in Newport News Saturday. Investigators determined shortly afterwards that the missing person, 43-year-old John Jairo Mosquera, was, in fact, the body found near George Washington Memorial Highway.

Deputies said they utilized the Flock camera system to identify a vehicle leaving the county around 1:30 a.m. When the vehicle was leaving, it did not have damage, but 30 minutes later, after leaving, the vehicle was seen with front-end damage.

"So, utilizing that system, we were able to identify a vehicle that was leaving the county at approximately 1:30 a.m.," Sheriff Ron Montgomery said. "When [the vehicle] was leaving, it did have damage on the right front, which would be consistent with someone on the side of the road where our victim was."

Later on in the day, around 6 p.m., deputies arrested 52-year-old Elizabeth Dodd Castro and charged her with involuntary manslaughter, DUI and hit-and-run with injuries.

Deputies said that Castro was already on law enforcement's radar that same morning.

"We found out that the Newport News Police Department had made a traffic stop on this vehicle in the early morning hours that same morning, and had actually arrested Elizabeth Dodd Castro for driving under the influence, and had noted the severe damage to the right front of the vehicle as well as the windshield," Montgomery said.

Castro's vehicle had been impounded after the DUI arrest — it wasn't until deputies said they connected the damage to the crash that they obtained a warrant.

"[Castro and Mosquera] were both in the same location for a few hours the night of February the eighth," Montgomery said. "But there's no indication that they interacted with each other."

Investigators said they believe Castro knew she hit someone, but kept driving.

"Well, based on our investigation and the reason we obtained the charges, we did — we believe that she was aware that she hit the victim," Montgomery said.

According to a Facebook post, residents were asked to avoid the 1100 block of George Washington Memorial Hwy., near the border of York County and Newport News, while deputies investigated the area. All lanes have since reopened.

Mosquera was last seen leaving Hoss’s Deli at approximately 1 a.m. Saturday, nearby where his body was eventually found.

CPD: Woman dead after shooting on Parkside Dr.

CHESAPEAKE, Va. (WAVY) — A woman has died after being shot on Parkside Drive in Chesapeake Monday evening, police said.

Chesapeake Police responded to a call of gunshots being heard in the 2900 block of Parkside Drive just before 8 p.m. When officers arrived, police found a woman, later identified as 20-year-old Gabrielle Leigh Kelly, who had been shot, and she was taken to an area hospital.

Early Wednesday morning, Chesapeake Police stated that Kelly had died due to her injuries.

Police are investigating the shooting.

Vehicle crash caused major delays near Independence Blvd.

VIRGINIA BEACH, Va. (WAVY) — A two-vehicle crash caused major delays on Interstate 264 Tuesday morning.

According to the Virginia Department of Transportation, all east lanes were closed at one point on I-264 near Independence Boulevard due to the crash.

Traffic cameras showed heavy backups in the area and emergency vehicles blocking the road, as well as an overturned vehicle. The crash occurred just before 8 a.m., police said.

Gov. Youngkin declares state of emergency ahead of potential winter weather

PORTSMOUTH, Va. (WAVY) - Gov. Glenn Youngkin has declared a State of Emergency for Virginia ahead of potential winter weather.

Youngkin is urging all Virginians to take precaution and to listen to warnings from local and state officials.

"With another round of winter weather across the state this week forecasted to bring heavy snow and ice, I am declaring a state of emergency so we can move resources around the state," Youngkin said. "I urge all Virginians to monitor your local forecast and to prepare for possible impacts to roadways and infrastructure beginning overnight Monday throughout Tuesday."

While the Hampton Roads area is not expected to see much snow, a wintry mix is still possible overnight and into Tuesday morning.

Currently, the Northern Neck area of Virginia, between the Potomac and Rappahannock Rivers, is under a winter storm warning, with an expected 4-6 inches of snow. A winter storm watch is in effect for Middlesex and Accomack counties.

Brother of Parkland shooter arrested in Va. for trespassing at three schools

AUGUSTA COUNTY, Va. (WAVY) — Zachary Cruz, the 24-year-old brother of the Parkland school shooter, was arrested Feb. 4 for trespassing at multiple school properties, including Wilson Middle School, Wilson High School and the Valley Career and Technical Center.

Authorities reported that Cruz was observed on the premises of the Woodrow Wilson Rehabilitation Center Complex after hours around 11:30 p.m. on Jan. 25.

According to a release from the Augusta County Sheriff's Office, this incident prompted a collaborative investigation involving the Woodrow Wilson Police Department, the Virginia State Police and the Augusta County Sheriff's Office.

Surveillance footage recovered from Jan. 25 showed him attempting to open exterior doors and peering into the schools.

Cruz was arrested Feb. 4 and charged with three misdemeanor counts of trespassing. However, Cruz's attorney, Amina Matheny-Willard, stated that his Fourth Amendment rights were violated during the arrest.

In a press release, Matheny-Willard said that Augusta County deputies obtained three arrest warrants by falsely telling the magistrate that there were "no trespassing" signs. Matheny-Willard said this was not, in fact, true, and that Cruz was on public property.

Matheny-Willard said she and Cruz plan to file a civil rights lawsuit against the Augusta County Sheriff's Office, Augusta County, Virginia State Police and the Woodrow Wilson Police Department.

Cruz is a free man, according to Sheriff Donald L. Smith's recent Facebook post he shared around 10 p.m. on Feb. 6.

In that Facebook post, Smith also addressed safety concerns in the area. The post says:

"The Augusta County Sheriff’s Office is aware of growing concerns from parents and community members regarding Zachary P. Cruz's recent release and the live-streamed video recorded at various schools within the Wilson School complex earlier today.

"I want to assure the public that this video, livestreamed by Cruz’s attorney and later posted on social media, did not involve Cruz physically being present at any county school property. In fact, at the time the video was taken and initially shared, Zachary Cruz remained incarcerated at Middle River Regional Jail. Cruz was released today, February 6, 2025, at 3:43 p.m.

"I understand how troubling this situation has been for you, your families, and our community. Our top priorities are the safety and security of all students, staff, and community members.  I want to assure you this matter is being taken very seriously.

"The Augusta County Sheriff's Office, in coordination with the Virginia State Police, Woodrow Wilson Rehabilitation Center, and the administration at all schools within the Wilson complex, is actively working to monitor and keep our local schools safe and secured.  

"The Augusta County Public Schools Superintendent, Eric Bond, and his staff are in constant contact with my office regarding the safety of all County Schools.  Our agencies have implemented heightened security measures, including increased law enforcement presence on and around school grounds.

"Additionally, we closely monitor potential threats and communicate with school officials to ensure all necessary precautions are in place. 

"Please note: the ACSO has numerous School Resource Officers assigned to the Wilson complex, the Virginia State Police area office, and the Woodrow Wilson Rehab Center Police Department, all of which are in this immediate area. You should expect additional law enforcement presence in the area.

"We encourage parents, students, and staff to remain alert and report suspicious activity. The collective effort of law enforcement, school officials, and the community is essential to maintaining a safe environment for everyone.

"Thank you for your vigilance and for voicing your concerns. Your voice is loud and clear. Should you have any further questions or information to share, please do not hesitate to contact our office."

According to the Augusta County General District Court, Cruz's next hearing is May 1.

Former USPS worker charged with mail theft in Norfolk

NORFOLK, Va. (WAVY) - A former US Postal Service worker has recently been charged with felony theft of mail while on her route in Norfolk.

According to court documents, the defendant, 32-year-old Kiesha Brown, knowingly committed mail theft and check fraud on several occasions between June of 2023 and February of 2024 in an attempt to "support her daughter and her drug habit."

In June of 2023, a victim, referred to as "M.W." in the court documents, reported that around 16 checks for their business had been stolen from the mail. M.W.'s businesses was found to be along Brown's postal route at the time.

On one such occasion, M.W. reported that a check written in the amount of $146.64, which never reached the intended recipient, ended up being deposited into a bank in the amount of $4,890.02. M.W. claimed the check was altered in an attempt to defraud the business.

Several other customers along Brown's postal route reported similar check frauds, leading to an investigation from the Office of Inspector General (OIG).

In February of 2024, agents used undercover cameras in Brown's postal vehicle, where they then caught her using drugs and rummaging through and stealing mail. When agents interviewed Brown, they said she pulled out 29 pieces of mail from her jacket.

As a result, Brown was charged with three counts of felony theft of mail matter. On Dec. 17, 2024 Brown pleaded guilty to her charges.

Brown is scheduled to be sentenced on April 23, 2025.

Woman charged in drowning death of 5-month-old son temporarily denied bond

VIRGINIA BEACH, Va. (WAVY) — A 21-year-old charged with second-degree murder for the drowning of her 5-month-old son had her bond temporarily denied Friday.

While in court Friday morning, Circuit Court Judge James Lewis said he believes Brianna Candelaria, 21, is entitled to bond, but temporarily denied it due to a volatile home situation.

A lot of the testimony centered around the volatile homelife she would return to if bond was granted. As Candelaria entered the courtroom, she looked to her right and saw her mother and two sisters in the back row. They were emotional as she entered the courtroom.   

Back in January, 10 On Your Side interviewed Candelaria's friend, Tyajah Burnette, who outlined what happened when police showed up July 29.  

"She told me that she was giving the baby a bath," Burnette said. "She stepped out of the bathroom to get a towel, and when she came back, the baby was underneath the water and a rag was stuck in the drain. She ended up telling me that she forgot the baby was in the tub."  

 Burnette also told us what happened when police showed up.

"They questioned her, but they never charged her with anything, and she was free to go," Burnette said.   

Candelaria did not take the stand, but her mother did.

Candelaria's mother, Lena Guralnik, testified on her daughter's behalf Friday, saying that if Brianna is given bond, she would be able to stay with her.

The issue with this proposal, according to Lewis, is that Candelaria is said to have an unstable relation with her sister, Victoria. Guralnik, however, told Lewis that Victoria would not be staying at the house.

According to officials, after the death of her son, police were called to the house after claims that Candelaria was chasing Victoria with a butcher knife. While she was not charged for this incident, Candelaria currently is facing misdemeanor charges in New York City in connection with strangling Victoria in front of a child.

Assistant Commonwealth's Attorney Jonathan Gallo argued that Candelaria should be denied bond due to her volatility, claiming that she is a flight risk. Her public defender, however, told the court her 5½ month old son, Valentino Lopez, died of accidental drowning. 

Lewis said he would grant Candelaria bond only when the home situation improves. He also said he wanted her to find a residential program to attend if she is granted bond.

The trial is set for March 17.

CPD: 3 children, 1 woman dead after apparent murder-suicide on Welcome Rd.

CHESAPEAKE, Va. (WAVY) — Three children and a mother are dead after an apparent murder-suicide in Chesapeake, according to police.

According to officials, just before 7 a.m., officers were dispatched to the 3000 block of Welcome Road for a welfare check.

Officers arrived to the scene and were able to determine that an armed woman was inside the residence. After attempting to negotiate with the armed subject, later identified as 34-year-old Cymone King-Roberson, police ultimately called the SWAT team for assistance.

Shortly afterwards, the SWAT team initiated an emergency entrance after determining there was a "high probability of deceased juveniles inside the residence." Upon entrance into the house, officers then found three children and a woman dead at the scene. The woman was said to have died due to a self-inflicted gunshot wound.

10 On Your Side's Andy Fox spoke with Ivonni King, who said his sister, Cymone King-Roberson, is the one who shot and killed her three kids, a 14-year-old daughter and 5-year-old twins, a boy and a girl.

"Basically, I just got a call this morning, um, basically stating that she killed the children, that she was going to kill herself because her girlfriend left," Ivonni said. "I was in disbelief at first, but I came."

A nearby resident spoke with WAVY's Karina Garcia about the incident, who said she heard a lot of screaming early in the morning.

"It was a lot of screaming coming from the household," Shana Hicks said. "No one knew what was going on. It was round the time the elementary kids get on a school bus. So, we just thinking kids getting ready, having a hard time. We didn't know that, that's what was taking place at that home when we heard screams coming from the household."

Mary Crutchfield, a local psychiatric nurse practitioner, said when a tragedy like this happens, it's an emotional struggle for everyone.

"It is absolutely normal to feel horrified, to feel disgusted, to feel astonished, really, really sad," Crutchfield said. "A lot of grief might come after this. That's completely normal, and if we talk about it, then no one has to feel shame, survivor's guilt, 'if I had just done this or that.' All of things are a part of the process that comes after the initial shock."

Crutchfield said that if you know someone who is going through hard times, look for behavior that is out of the norm.

"A lot of times, it's increased agitation, it's irritability, it's fast speech, it's things that don't make sense," Crutchfield said. "It's behaviors al of a sudden. ... They may say or do things that you've never seen them do before."

Crutchfield said that if you observe this behavior in someone, to be there for them as much as possible.

"The first thing to do is to talk to the person, but not in a way of trying to fix them, or tell them that they need help or any sort of lecture," Crutchfield said. "It's really, just tell me more. Just tell me more."

The incident remains under investigation, and no additional information has been released.

Commercial structure fire causes temporary closure of five businesses in Ghent

NORFOLK, Va. (WAVY) — Norfolk Fire-Rescue was at the scene of a commercial structure fire at a strip mall on West 21st Street Wednesday morning.

According to officials, crews were dispatched just before 10:30 a.m. to the 700 block of W. 21st St. in reference to a fire.

Fire Chief Glen Williams told 10 On Your Side that heavy smoke damage could be found in the entire block of buildings. Williams said the fire appeared to have originated from the rear of the Crudo Nudo restaurant.

The fire forced the temporary closure of five businesses in a strip mall in Ghent, leaving heavy smoke damage at Crudo Nudo, a local restaurant known for its Spanish and Asian influences.

The fire, which was said to have been internal, caused five businesses along the strip mall, including Pho 79, Mr. Shawarma, Crudo Nudo, The Vitamin Shoppe and Kotobuki Japanese Restaurant, to have to temporarily close.

The blaze erupted about 30 minutes before Crudo Nudo was set to open. Fire crews were forced to enter several locked buildings during the response, which was upgraded to a second alarm.

The fire was said to have been put out in about 10 minutes.

Crudo Nudo owner Eric Nelson described the scene as “pretty bad.”

“I mean, it's the first-time fire, but it's a lot of damage, you know," he said, "and it's about this time seven years ago ... when I opened up [and] signed a lease for Crudo. So this is a little a little disturbing.”

Nelson said that while the damage is significant, he remains hopeful that insurance will cover most of the losses. No injuries were reported.

The cause of the fire remains under investigation.

2 Virginia gang members sentenced to 38 years for woman’s 2023 abduction, murder

YORK COUNTY, Va. (WAVY) - Two members of a Virginia gang were sentenced on Monday in connection with the abduction and murder of a woman in 2023.

According to a release from the Department of Justice (DOJ), 26-year-old Hezekiah Carney and 22-year-old Jayquan Jones were each sentenced to 38 years in prison after being convicted in the abduction and murder of 25-year-old Ty'osha Mitchell, who was found dead on Old Williamsburg Road on May 6, 2023.

Police: Woman was ‘beat out’ of Mad Stone Bloods gang hours before her death

"This act of wanton violence exemplifies the senseless brutality we associate with organized gangs and emphasizes the importance of eradicating them from our communities," U.S. Attorney Erik S. Siebert for the Eastern District of Virginia said. "The investigation and prosecution that brought these defendants to justice were successful because of the vital partnerships built with our law enforcement partners working together toward our common goal of public safety."

DOJ: Suspects in York County gang killing now face federal charges

According to court records, Mitchell, who was at one point the "highest ranking female member" of Norfolk's Mad Stone Bloods, also known as the Vietnam Baby Gorilla gang, was attempting to leave the gang just a few hours prior to her death.

One of the defendants, Carney, alongside co-defendants Jamica Langley, 25, Donnisha Goodman, 27, and Acacia Jackson, 20, traveled to Mitchell's residence in Richmond, where they then assaulted Mitchell in order to "beat her" out of the gang.

Shortly afterwards, the four defendants returned to the apartment alongside another gang member, Jones.

Court documents then said Mitchell was forced into a Hyundai Sonata, where the defendants then drove her to a remote location in York County. Mitchell was then forced to leave the vehicle, where she was then shot by Jones and Goodman at least eight times in the head, abdomen, back, buttocks and legs.

"When gang members resort to kidnapping and murder, they leave behind shattered lives and communities in fear," Assistant Director Chad Yarbrough of the FBI's Criminal Investigative Division said. "This sentencing should send a message that the FBI and our law enforcement partners are committed to holding dangerous criminals accountable, protecting innocent lives and ensuring our neighborhoods are safe from violence."

On Aug. 29, 2024, Carney, Goodman and Jones pled guilty to using a firearm causing death, and Langley and Jackson pled guilty to conspiring to commit kidnapping.

5 gang members plead guilty after woman’s 2023 abduction, murder

Goodman was sentenced on Jan. 7 to 35 years in prison and Langley was sentenced to 20 years in prison.

Jackson is scheduled to be sentenced on Feb. 13.

Kaine urges halt to USAID shutdown, citing national security risks

PORTSMOUTH, Va. (WAVY) - Sen. Tim Kaine (D-VA), along with 37 of his colleagues on the Senate Foreign Relations Committee, announced their intent to send a letter to Secretary of State Marco Rubio, following the Trump Administration's attempt to shut down the U.S. Agency for International Development (USAID).

USAID, which was signed into law in 1961 by President John F. Kennedy, was originally established to provide aid to foreign countries in the hopes of promoting social and economic development, according to a now archived website on USAID's history. USAID's actual website can no longer be accessed.

"Foreign assistance is critical to supporting U.S. strategic interests around the world," the letter reads. "Foreign assistance protects U.S. national security, advances U.S. values, and ensures the U.S. is the partner of choice for everything from defense procurement to cutting edge scientific research. China, Russia and Iran are already moving rapidly to exploit the vacuum and instability left by the U.S.’s sudden global retreat.”

On Monday, workers with USAID were not permitted to enter the headquarters after workers, at first, refused to turn over classified information to Elon Musk, who is now in charge of the Department of Government Efficiency (DOGE). Musk then announced the agency will be moved under the State Department, something Kaine alleges Trump is not legally authorized to do.

"The Administration's failure to consult with Congress prior to taking these steps violates the law and impedes Congress's constitutional duty to conduct oversight of funding, personnel and the nation's foreign policy," the senators wrote in the letter. "The Administration's failure to expend funds appropriated on a bipartisan basis by Congress would violate the Impoundment Control Act."

According to the U.S. Government Accountability Office, The Impoundment Control Act, established in 1974, requires the president to report to Congress "all withholdings of budget authority."

In the letter, Kaine calls the sudden withdrawal of USAID "deeply disturbing," alleging that the mass furloughs of personnel will lead to immediate harm to the country's national security, ultimately placing its citizens at risk.

Man sentenced to 13 years for shooting death of 20-year-old in Portsmouth

PORTSMOUTH, Va. (WAVY) - A man was sentenced to 13 years in prison on Thursday in connection with the 2023 shooting death of a 20-year-old man on Turnpike Road.

According to officials, on April 11, 2023, officers were dispatched to the 3000 block of Turnpike Road for reports of a shooting. Upon arrival, officers found Ja'Son Randolph, who was pronounced dead at the scene.

After an investigation, police arrested Deterryo Harris and Dejuan Weston in connection with the fatal shooting. Initially, both men were charged with first-degree murder, use of a firearm, shooting with intent to kill, shooting in the commission of a felony, reckless handling of a firearm and destruction of property.

Portsmouth police arrest suspects in connection to Turnpike Road homicide

On Sept. 14, 2023, Weston had five of his six charges dismissed in Portsmouth General Court. He was found guilty of an amended misdemeanor charge of being an accessory after the fact and was sentenced to a total of five months in prison.

In November of 2024, Harris was found guilty of second-degree murder, shooting in commission of a felony, use of a firearm in commission of a felony, damage to property less than $1,000 and reckless firing of a firearm.

On Thursday, Harris was sentenced to a total of 13 years in prison.

According to the Centers for Disease Control and Prevention (CDC)'s Weekly Influenza Surveillance Report, Virginia continues to be trending upward. However, it remains in the lower tier of the very high category. North Carolina is reported to have higher flu rates than Virginia, with rates also continuing to rise.

"We are seeing a rise in cases mostly because of decreased vaccination rates,” Virginia Department of Health Deputy Director Dr. Annie Williams said.

The age group where it's declined the most—those younger school-aged kids.

"As of Jan. 25, only 24.4% of those persons, so less than 25% of people eligible to be vaccinated, have actually gotten their flu vaccine,” Williams said.

And the number of people diagnosed with flu in the 5-17 age range has also gone up by 25% in the state of Virginia. There have been two pediatric deaths—one child between five and 12, another between 13 and 17.

"We know that infection prevention techniques like hand washing, covering when you cough, staying home when you're sick also have a positive effect," Williams said. "It's just this age group, socialization is the name of the game. So hugging, slapping hands and creating avenues for viral transmission increases."

The Virginia Department of Health found that, for the week of Jan. 25, the flu accounted for 7% of all emergency department visits. Overall respiratory illness continues to rise throughout the Commonwealth, with the central and eastern region feeling the brunt of the increase.

The North Carolina Department of Health and Human Services found that, for the week of Jan. 25, more than 4,000 influenza positive tests were reported throughout hospitals in the state. The highest region of flu increase was Region 3 , which includes Cumberland, Wayne, Lee and Moore.

On the flip side, she says more people ages 44 to 50 and older are getting vaccinated, but not enough.

In North Carolina, the number of emergency department visits for flu-like illness jumped in mid-December and continue to climb. As of last week, North Carolina Department of Health reported 18% of all emergency room visits had symptoms of a respiratory virus — up from the previous week. So far, there have been no pediatric deaths in North Carolina, but 66 adult deaths since October 2024.

And for those wondering about getting vaccinated?

"It is not too late — in fact, hurry," Williams said. "Anyone who hasn't gotten vaccinated, please contact your primary care physician or please, all the area health departments have immunization clinics where available."

They will be offering a mobile clinic vaccination clinic this week in the Berkeley area.

According to the CDC, with February historically as the highest peak for flu activity, the rates are expected to continue to rise.

The CDC encourages people throughout the country to do their part in preventing the spread of the flu. Some tips for prevention can be found below:

  • Avoid close contact with those who are sick
  • Stay home when you are sick when possible
  • Cover your mouth and nose
  • Wash your hands regularly
  • Avoid touching eyes, nose or mouth
  • Practice good hygiene habits
  • Get vaccinated each year for the season flu

U.S. Senator Tim Kaine criticizes President Trump’s new tariffs on imports

RICHMOND, Va. (WAVY) -- U.S. Senator Tim Kaine (D-VA) released a statement in reference to President Donald Trump signing an order to impose new tariffs on imports from Mexico, Canada and China.

“Virginians want lower prices, not higher ones, and the last thing we need are new, senseless taxes on imports from America’s three largest trading partners," said Kaine. "During President Trump’s first term, his trade wars hit Virginia hard. Our farmers and foresters were especially affected, but everyone suffered. Everyone, that is, except for Trump’s cronies—billionaires, bitcoin bros, and offshore bandits. Here we go again.”

Goods from China would be subjected to a 10% tariff, compared with 25% for Mexico and Canada — which will cause an increase in cost on basic goods such as cheap apparel, gas and food.

The White House said in a statement that the tariffs were being implemented in order to pressure the three countries into stopping the flow of fentanyl and immigrants. In response to the order, Mexico and Canada stated they plan to retaliate, with Canada ordering a 25% tariff on American imports. Mexico has yet to announce a number.

On Friday, Kaine, along with Senator Chris Coons, introduced the Stopping Tariffs on Allies and Bolstering Legislative Exercise of Trade Policy Act. This comes after he introduced the Protecting Americans from Tax Hikes on Imported Goods Act to shield American families and businesses from increased costs by limiting the president's authority to impose unlimited tariffs under the International Emergency Economic Powers Act.

"Virginians want costs to go down, not up," Kaine said. "But President Trump's plans to impose broad-based tariffs would raise the price of everyday goods and hurt our economy. It's time for Congress to make it clear that no president should abuse existing tariff authorities designed to protect America's national security from threats posed by our adversaries to slap tariffs on our allies and closest trading partners. I'm proud to introduce this legislation with Senator Coons to take that step to protect Americans' pocketbooks from sharp price hikes and safeguard our relationships with our allies."

VSP: Suspect leads police on chase, crashes, swallows ‘unknown substance’ in Hampton

HAMPTON, Va. (WAVY) - A suspect wanted for federal firearm indictments out of Hampton was arrested on Thursday, according to Virginia State Police.

According to officials, just before 5 p.m., officers conducted a routine traffic stop on a 2011 Chevrolet Camaro for improper registration. Police were able to determine the driver, 28-year-old Evan Devon Boyd Jr., was wanted out of Hampton for federal firearm indictments and felony eluding charges.

Boyd refused to stop, resulting in a pursuit on the westbound lanes of I-64 at the 262 mile marker. While taking exit 261A, Boyd struck the guardrail, but continued on to the intersection of Hampton Roads Center Parkway and Big Bethel Road, where he crashed into a 2015 Ford Explorer, police said.

After striking the vehicle, Boyd exited the Camaro and attempted to flee the scene on foot, during which police said he "ate and swallowed an unknown substance." Boyd was caught a short time later, and taken to a local hospital for evaluation.

The driver of the Ford was said to have non life-threatening injuries.

Boyd was served with the outstanding warrants, and charged with the following:

  • Felony eluding
  • Felony destruction of property
  • Possession of ammunition by a felon
  • Possession of schedule I/II narcotics
  • Felony hit-and-run

This arrest was in partnership between Virginia State Police and the Hampton Police Department and part of the Operation Bold Blue Line initiative which partners state and local law enforcement agencies to get illegal drugs and weapons off the streets.

Concrete truck spill causes road closure near Portsmouth Blvd.

PORTSMOUTH, Va. (WAVY) - Traffic was diverted near Portsmouth Boulevard on I-264 due to a concrete truck spill, police said.

Police said the incident occurred just after 10 a.m. Friday, when a concrete mix truck "lost its load."

According to the Virginia Department of Transportation (VDOT), all west lanes were closed on I-264 at the Portsmouth Boulevard exit. At 1 p.m., Virginia State Police said all lanes had reopened.

Traffic cam near the scene showed traffic being diverted while crews work to clear the road.

Virginia Beach inmate accused of committing $1,000 credit card fraud in jail

VIRGINIA BEACH, Va. (WAVY) - An inmate at the Virginia Beach Correctional Center is facing additional charges after deputies said he committed fraud behind bars.

According to officials, Kareem Walter Ryer — who was booked on Nov. 12, 2024, for five counts of forgery, five counts of identity fraud-financial loss, four counts of obtaining money by false pretenses and one count of conspiring to commit fraud — is accused of stealing credit card information from the internet in order to place orders from the canteen, or prison commissary.

Deputies said the total amount stolen was valued at more than $1,000.

A report from the Virginia Beach Sheriff's Office's Criminal Intelligence Unit (CIU) states that Ryer, along with an accomplice, Khalil Brown, who assisted in placing orders in the names of other inmates, would specifically target inmates who do not typically receive Canteen to ensure his account wouldn't get flagged.

Ryer would then resell some of the ordered items for a higher price using CashApp, the report said. Ryer was also heard on a monitored phone conversation that he wanted to use the money to post his $100,000 bond.

"Just because an inmate is locked up on other charges doesn't mean they can't find a way to keep committing crimes behind bars," Virginia Beach Sheriff Rocky Holcomb said. "This case highlights that sometimes criminals aren't turning over a new leaf in our jail and that they continue to victimize and pull scams from the jail housing units. It also highlights the vigilance of the sworn deputies of the Criminal Intelligence Unit to investigate and shut this type of illegal activity down."

A release states that various tactics were used to investigate the case, including voice recognition, internet address searches, jailhouse interviews and reverse-telephone number software.

"Following an extensive investigation, it was determined that an inmate in Virginia Beach Correctional Center collaborated with an out-of-state civilian to commit fraud using stolen credit information obtained from the dark web," Sgt. J. Cameron said. "The Criminal Intelligence Unit successfully secured 16 felony warrants in connection with this incident."

As a result of the investigation, Ryer was charged with six counts of felony conspiracy to commit credit card fraud, two counts of felony identity theft and one count of inmate violation.

In addition, Khalil Brown, of Bronx, New York, was also charged with six counts of felony conspiracy to commit credit card fraud and two counts of felony identity theft.

Flights canceled at ORF after passenger jet and Army helicopter collide near DC

NORFOLK, Va. (WAVY) - Several flights at the Norfolk International Airport (ORF) were canceled Thursday morning after an American Airlines flight and U.S. Army Black Hawk Helicopter collided mid-air near Reagan Washington National Airport.

According to ORF's website, two departure flights to Washington D.C. have been canceled and two arrival flights to Washington D.C. have been canceled as a result of the crash. Officials with the Reagan Washington National Airport said they plan to reopen around 11 a.m.

In addition to the flight cancelations, ORF canceled their ribbon cutting for the return of its moving walkways, which was scheduled to take place Thursday morning.

Here locally, at Norfolk International Airport, one traveler spoke to 10 On Your Side. Ronnie Oliver traveling out of Suffolk said he had to pause when he saw the news.

"Well it was horrible, you couldn't help -- but your heart goes out to the families and everything," said Oliver. "You heard and of course I was traveling this morning, so you pay a little more attention to it than you normally do, it's not the way it should be, but that's how it is. It's horrible and I listened to a little bit of the clips this morning. And it sounded like its pretty complicated."

During a press briefing early Thursday morning, officials stated they do not expect any survivors after the crash. As of 8 a.m., 27 bodies have been recovered from the plane and one body from the helicopter.

President Donald Trump spoke at a new conference at 11 a.m. on the incident. Trump said that the investigation is underway and that the two aircraft should've never been at the same elevation.

During the conference, Trump began with a moment of silence for the victims. Shortly thereafter, he came up with a series of potential causes for the crash, including coming down on former President Joe Biden's policies, the air traffic controllers, the helicopter pilot and what he called "DEI hires."

The claim was focus point of many follow up questions, but wasn't backed up by hard evidence. Trump cited "common sense" as reasoning for his conclusion. The president assured the public that they should not be fearful of traveling.

Senator Mark Warner spoke during the briefing, giving his condolences to the victims and thanks to first responders.

"For folks who don't live in the DMV, we are made up of a lot of jurisdictions," Warner said. "Reagan airport is in Virginia, across the river we have Maryland, and obviously the District. But as has been indicated by the chief, when tragedy happens, all those distinctions between the various jurisdictions and our federal partners, all disappear."

The plane, which departed from Kansas, was said to be carrying 60 passengers and four crew members. Three military members were onboard the helicopter, according to officials. The crash occurred just before 9 p.m. on Wednesday.

Gov. Glenn Youngkin posted to X, formerly known as Twitter, late Wednesday night, saying that first responders from across northern Virginia, D.C. and Maryland are working together to assist with the search and rescue efforts.

I have been briefed by our Emergency Management team and Virginia State Police about the tragic crash at Reagan National Airport tonight. Extensive resources are fully supporting the search and rescue efforts. First responders from across Northern Virginia, DC and Maryland mobilized quickly. I ask everyone to pray for the passengers, crews, their families, and brave first responders.

Rep. Bobby Scott also responded to the tragic collision, saying he is thankful for our first responders on the scene.

"I'm closely monitoring the situation at DCA that occurred this evening involving a collision between a passenger airplane and a military helicopter," Scott said. "I'm thankful for our first responders on the scene. My thoughts and prayers are with all those involved in this horrible tragedy."

Sen. Louise Lucas and Rep. Jen Kiggans have also posted their condolences as well as gratitude to the first responders who were on the scene.

Multiple fatalities have been reported as a result of the collision, but it is currently unclear just how many victims there are as rescue efforts continued into early Thursday morning.

"Over the course of the night, and we hope to have more news as it develops, but for right now, it's a very difficult situation out there with the cold," Jack Potter, president of the Metropolitan Washington Airports Authority said. "It's very dark, but there are numerous boats out there. There are dive teams out there."

In 1982, an Air Florida flight also crashed into the Potomac, ultimately killing 70 passengers and four crew members.

VBPD: 8 injured in 9-vehicle crash on Princess Anne Rd.

VIRGINIA BEACH, Va. (WAVY) — Eight people were injured as the result of a nine-vehicle crash at the intersection of Princess Anne Road and Lynnhaven Parkway Wednesday afternoon, officials said.

Sentara Virginia Beach General Hospital received eight patients from the crash, with four listed as trauma patients. Sentara, in a statement, said care is ongoing and "most are expected to be treated and released from the emergency department."

The multi-vehicle crash, which happened just before 12:30 p.m. at the intersection of Princess Anne Road and Lynnhaven Parkway, caused parts of Princess Anne Road to close Wednesday afternoon, with a 10 On Your Side crew at the scene reporting nine cars to be involved, with eight taken to the hospital.

According to officials, all lanes of Princess Anne Road from Salem Road to South Independence Boulevard were closed due to the crash. Ferrell Parkway from Pleasant Valley Road to Salem Road was also shut down.

The crash remains under investigation.
