The White House has fired the inspector general of the U.S. Agency for International Development (USAID), Fox News has learned.

USAID Inspector General Paul Martin was fired Tuesday, though rather than coming from USAID acting administrator and Secretary of State Marco Rubio, the firing reportedly came from the White House Office of Presidential Personnel.

The dismissal comes days after the USAID inspector general published a report that was critical of the Trump administration’s pause on aid.

It also comes a day after USAID warned that the Trump administration’s dismantling of USAID had made it all but impossible to monitor $8.2 billion in humanitarian funds.

Lawmakers, news outlets and think tanks have dug into past reports related to USAID spending amid the apparent dismantling of the agency, finding countless examples of money channeled to questionable organizations or programs, such as creating a version of "Sesame Street" in Iraq, or funding pottery classes in Morocco.

This week, it was discovered that USAID provided millions of dollars in funding to extremist groups tied to designated terrorist organizations and their allies, according to a report published by Middle East Forum, a U.S. think tank.

USAID was established in 1961 under the Kennedy administration, operating as an independent agency that works closely with the State Department to allocate civilian foreign aid. 

Under Rubio, the agency could be abolished after its reorganization over the coming days, he said in a letter to bipartisan lawmakers on Feb. 3.

The United States Agency for International Development (USAID) provided millions of dollars in funding to extremist groups tied to designated terrorist organizations and their allies, according to a report published by Middle East Forum, a U.S. think tank.

"The Middle East Forum’s multi-year study of USAID and State Department spending has uncovered $164 million of approved grants to radical organizations, with at least $122 million going to groups aligned with designated terrorists and their supporters," the conservative think tank wrote in its report published Feb. 4. 

"Billions more of federal dollars have been given to leading American aid charities which have consistently failed to vet their terror-tied local partners, and show little interest in improving their practices, to the apparent indifference of the federal government."

The Middle East Forum’s report focuses specifically on funds from USAID and the State Department that wound up in the hands of radical groups and organizations tied to terrorism.

RUBIO PAUSES FOREIGN AID FROM STATE DEPARTMENT AND USAID TO ENSURE IT PUTS ‘AMERICA FIRST’

The think tank reported that among its top findings, USAID was found to have given more than $900,000 to a "Gaza-based terror charity" called Bayader Association for Environment and Development. The funding began in 2016, and its most recent allocation was made just days before Hamas attacked Israel on Oct. 7, 2023. 

Bayader describes itself as a nongovernmental organization (NGO) that works "to build a civil society" on the Gaza Strip. 

"Founded in 2007, shortly after Hamas’s takeover of the Gaza Strip, Bayader operates in close cooperation with the Hamas regime. Its 2021 annual report notes ‘coordination’ and ‘meetings’ with Hamas’s Ministry of Interior, Ministry of Works, Ministry of Social Affairs and Ministry of Agriculture," the report found.

The funds were secured through other NGOs, such as Catholic Relief Services and medical groups. 

"​​But USAID coordinates directly with Bayader as well," according to the report. "USAID officials have praised Bayader’s work on social media, and even visited Bayader’s offices, where one senior USAID official, Jonathan Kamin, received an award from the terror-linked charity." 

The report also found that USAID approved a $12.5 million grant in 2024 to the American Near East Refugee Agency, which is also "a long-standing partner" of Bayader. The American Near East Refugee Agency is an NGO that was established in 1968 in an effort to assist refugees following the Arab-Israeli War. 

The report found staffers with the NGO have repeatedly and publicly posted "violent ideas, without apparent censure from top charity officials." The comments on social media posted by employees include: calling on God to "erase the Jews," expressing support for the "brave prisoners" in Israeli jails during the Hamas-Israel war, and describing Oct. 7, 2023, as a "beautiful morning."

Sam Westrop, the director of the Middle East Forum's counter-extremism project, Islamist Watch, posted a highlight thread on X of the report’s findings, describing the examples as "horrifying."

"USAID won't even tell us how much they gave the Unlimited Friends Association, a Gaza terror charity which operates with help from Hamas. The head of the charity promises to ‘cleanse’ their land of ‘impure Jews,’" Westrop posted in the thread of an example.

"USAID gave millions to Islamic Relief, whose Gaza branch openly works with senior terrorist officials in Gaza, including Hamas politburo member Ghazi Hamad. who promised that Hamas would repeat Oct 7 attacks ‘time and again until Israel is annihilated,’" he posted in another example from the report. 

USAID funds totaling $125,000 were found in the hands of the Islamic Relief Agency (ISRA) in 2015, despite the U.S. Treasury designating the group a global terrorist organization in 2004 due to its ties to Osama bin Laden.

The report continued that USAID "undoubtedly knew of ISRA’s terrorism activities. In 2010, the executive director of ISRA’s U.S. branch (IARA-USA) and a board member pleaded guilty to money-laundering, theft of public funds, conspiracy, and several other charges. The plea was listed on USAID’s own website," the report found. IARA-USA stands for the Islamic American Relief Agency.

The funds were directed to ISRA via an evangelical charity called World Vision that works to provide clean water to areas of Sudan, according to the report. 

A World Vision official told Fox News Digital when asked about the report that the charity earned approval to work in Sudan "to help build a better world for the most vulnerable children and their families" and that it takes "compliance obligations seriously."

"As soon as we became aware that a local partner, Islamic Relief Agency, might be on the list of organizations banned from transactions by the United States, we suspended the grant and asked the US Government to confirm its status," the official said. "We would never knowingly put those we serve or our staff at risk by working with a partner on the list of banned organizations. We exist to help build a better world for children and their families, serving in the name of Jesus Christ. We have no evidence that any of our funds have been used for anything other than urgent humanitarian work." 

"As a Christian humanitarian organization, we do not compromise our beliefs nor commitment to integrity as we work with governments throughout the world," the official said. "It is not easy to operate in fragile contexts, yet this is where the Lord is calling us.  We remain committed to our vision of bringing life in all its fullness to vulnerable children around the world." 

Fox News Digital reached out to Bayader, the American Near East Refugee Agency and Catholic Relief Services but did not receive replies.

Musk, meanwhile, has posted on X that USAID is a "criminal organization" and that it is "time for it to die."

Secretary of State Marco Rubio wrapped up his first overseas trip across Latin America with several wins on immigration, a top priority for President Donald Trump.

America’s new top diplomat returns home with a binder full of agreements from foreign governments on day-one priorities to interdict human and drug trafficking – a testament to how the Trump administration wields America’s economic might. 

"I think the fact that his first trip was to Latin America, I think was a huge statement in itself," said Joseph Humire, executive director of the Center for a Secure Free Society (SFS).

Next, Rubio will head to the Middle East, with plans to visit Israel, United Arab Emirates, Qatar and Saudi Arabia in mid-February after attending the Munich Security Conference. A broad swath of even more challenging circumstances await him there, including concerns from foreign officials over Trump’s newfangled idea to "take over" the Gaza Strip, with neighboring Arab states staunchly opposed to U.S. insistence that they take in Palestinians.

Before the secretary took off for Latin America, the Trump administration had already scored several victories. Colombia did a lightning fast about-face on accepting deportation flights carrying illegal immigrants headed home from the United States. President Gustavo Petro had initially denied two flights carrying Colombian nationals, saying he would not accept the return of migrants who were not treated with "dignity and respect" and who had arrived shackled or on military planes. 

But Trump immediately threatened 25% tariffs on Colombian goods, and Petro acquiesced to all U.S. conditions, according to the White House, including accepting migrants on military planes. 

Rubio then began his regional tour in Panama last Saturday, a nation that nervously awaited to see what his visit would hold after Trump repeatedly called for a U.S. takeover of the Panama Canal. 

Trump had claimed the canal was essentially under the control of China – Hong Kong-based firms control the ports of entry – and charging America unfair rates after the U.S. built the canal and gave it back to Panama in a 1977 treaty signed by President Jimmy Carter. 

After Rubio’s visit, Panama said it would not be renewing its Belt and Road Initiative (BRI) with China, an investment project the CCP uses to secure influence in developing nations across the world. 

"The BRI thing was huge news," said Humire. 

"There are 22 countries in Latin America that signed a BRI agreement. If we really push hard on this, a lot of countries, especially the ones that are allied with us, are going to rethink" their agreements with China, he added.

Rubio had warned Panama that if its government did not move to reduce or eliminate the CCP’s grip on the canal, the U.S. would move to do so.

Under the canal treaties, the U.S. retains the duty to defend the canal if it comes under threat. 

But Rubio hit a snag over a claim that the State Department made that Panama had offered free passage through the canal for U.S naval vessels.

Panama President José Raúl Mulino then accused the US of spreading "lies and falsehoods" about his nation offering the U.S. free passage. 

The secretary then rowed back the claim, while calling the charges "absurd." 

"It seems absurd that we would have to pay fees to transit a zone that we are obligated to protect in a time of conflict," Rubio said.  "Panama has a process of laws and procedures that they need to follow as it relates to the Panamanian port."

In Costa Rica, Rubio offered U.S. help to combat a wave of drug trafficking crime and push back on Chinese influence by limiting CCP development of 5G technology in the country. 

Then, in El Salvador, Rubio cinched an offer from Trump-friendly President Nayib Bukele to accept deportees of any nationality, including American criminals.

At the same time, Mexican President Claudia Sheinbaum agreed to send 10,000 Mexican forces to the U.S. border after Trump agreed to delay a threatened 25% tariff on her nation’s exports to the U.S.

Meanwhile, in Guatemala, President Bernardo Arévalo pledged to accept 40% more deportation flights and to accept people of other nationalities. 

"I think a lot of the wins are because of his prior relationships with the region, his team and, frankly, his experience and his knowledge," said Humire. "He’s somebody that can engage them in their language and in their kind of mannerisms."

And, he added, Latin America saw "how serious" Trump was about deportations, watching the threats the president made to Canada, Mexico and Colombia.

"I think we could have gotten more clarity from Panama on the canal," said Humire. "But I think we met little resistance [overall]."

Rubio wasn’t the only Trump official to secure Latin America wins. Special envoy Ric Grenell sat down with Venezuelan President Nicolas Maduro this week and returned home with six American hostages. The price paid, according to Grenell, was giving the Venezuelan dictator a photo opportunity with an American diplomat for propaganda purposes. 

The Trump administration now expects deportation flights to Venezuela to resume "within 30 days," border czar Tom Homan told the New York Times, after Maduro previously refused to accept Venezuelan nationals back from the U.S. 

"He's on a good-behavior policy," said Humire.  "[Maduro] thinks – they call it agenda zero – they think that they can renew, kind of restart relations with the U.S. by basically being on good behavior, starting to steer us towards their interests."

"Grennell has to be able to get the things that we need without giving a whole lot. And I think he accomplished that," Humire continued. "The photo op, they’re going to spin it, use it for disinformation. But that’s a small concession for bringing hostages home."

Secretary of State Marco Rubio will immediately follow up his first travel since assuming the position of America's top diplomat – a tour of Central America and the Caribbean – with travel to the Middle East, multiple outlets reported on Friday.

Guatemalan President Bernardo Arevalo confirmed that his country is willing to accept migrants of other nationalities being deported from the U.S. under President Donald Trump's administration.

Arevalo made the announcement during a visit from Secretary of State Marco Rubio on Wednesday. The new agreement declares Guatemala a "safe third country" for deportation, with the U.S. paying for migrants to be eventually returned to their home countries.

"We have agreed to increase by 40% the number of flights of deportees both of our nationality as well as deportees from other nationalities," Arevalo said, speaking during a news conference with Rubio.

The agreement is similar to but less expansive than the one Rubio reached with El Slavador's president, Nayib Bukele, on Tuesday. Bukele said his country would accept U.S. deportees of any nationality, including American citizens and legal residents who are imprisoned for violent crimes.

"We have offered the United States of America the opportunity to outsource part of its prison system," Bukele wrote on X Monday night. "We are willing to take in only convicted criminals (including convicted U.S. citizens) into our mega-prison (CECOT) in exchange for a fee. The fee would be relatively low for the U.S. but significant for us, making our entire prison system sustainable."

TRUMP ANNOUNCES VENEZUELA WILL TAKE CRIMINAL ILLEGAL IMMIGRANTS BACK

Rubio said the Salvadoran president "has agreed to the most unprecedented, extraordinary, extraordinary migratory agreement anywhere in the world."

"We can send them, and he will put them in his jails," Rubio told reporters, referring to illegal immigrants behind bars in U.S. prisons. "And, he’s also offered to do the same for dangerous criminals currently in custody and serving their sentences in the United States, even though they’re U.S. citizens or legal residents."

While Bukele did extend the offer to include violent American criminals, it is highly unlikely that part of the offer would actually happen, since it is illegal to deport U.S. citizens. A U.S. official said the Trump administration has no plans to deport American citizens, but noted that Bukele's offer was significant.

The proposal with El Salvador, known as a "safe third country" agreement, could potentially be an option for Venezuelan gang members convicted in the U.S. if Venezuela refuses to accept them, and Rubio said Bukele offered to accept detainees of any nationality.

Bukele also said he would take back all Salvadoran MS-13 gang members in the U.S. illegally, and promised to accept and incarcerate criminal illegal aliens from any country, especially those affiliated with Venezuela's Tren de Aragua gang.

Secretary of State Marco Rubio leaves for his first overseas trip as the nation’s top diplomat on Saturday. Rubio's first stop on the six-day visit is Panama as he sets out on pursuing President Donald Trump’s geopolitical agenda.

Trump used his inaugural address to proclaim his intent to "take back" the Panama Canal, and in a call with reporters on Friday, Special Envoy for Latin America Mauricio Claver-Carone said Rubio’s chief purpose of the trip would be in re-establishing a "Golden Age" for America.

"This trip signifies… that era of American greatness and the Golden Age," he said, adding that "the 21st century will also be an American century."

MARCO RUBIO LAYS OUT AMERICA FIRST AGENDA IN NEW OP-ED, SAYS DAYS OF NEGLECTING US ‘END NOW’

Claver-Carone pointed out that Rubio’s trip to Latin America is the first time a secretary of state has traveled to the region as their first official visit abroad in over 100 years. 

"Last time that happened, I believe, was in 1912, when Philander Chase Knox went to Panama… to oversee the conclusion of the Panama Canal’s construction and operations," he told reporters. "What a great message to harken back to that Golden Age of the Americas, as President Trump himself has mentioned."

Rubio is scheduled to meet with Panamanian President José Raúl Mulino.

The pair are expected to discuss migration, combating drug trafficking and China’s presence in the Panama Canal, which Rubio and Trump have argued has become overrun by Chinese companies operating at either end of the crucial waterway.

The Trump administration has argued that the Chinese Communist Party’s (CCP) tight grip over all Chinese companies means that, in extension, the CCP is operating out of the canal and could, in theory, close it to U.S. trade if it chose to — posing a significant security threat.

Mulino has repeatedly denied that Chinese companies have any influence over the operations of the Panama Canal, and on Thursday said he would not be negotiating ownership of the canal with Rubio.

"It’s impossible, I can’t negotiate," Mulino said during a Thursday press conference when asked about negotiating control of the canal, The Associated Press reported. "That is done. The canal belongs to Panama."

Mulino apparently claimed confusion over control of the canal was attributed to his predecessor, who severed ties with Taiwan and established diplomatic relations with China in 2017, eventually allowing a Hong Kong consortium to operate ports at both ends of the canal.

Panama maintains that it controls the canal.

Claver-Carone argued that Chinese companies control "everything from force and logistics to telecommunications, infrastructure, and otherwise," which he said is not only a security threat to U.S. interests in the canal, but to the national security of Panama and the Western Hemisphere.

Rubio is also slated to visit El Salvador, Costa Rica, Guatemala and the Dominican Republic, where he will meet with the presidents of each nation before returning to the U.S. on Thursday. 

Addressing Chinese influence in these countries, along with gang violence, migration and drug trafficking, will also be top of Rubio’s agenda.

President Donald Trump doubled down on the United States retaking the Panama Canal, stating that Panama had "violated the agreement" between the two countries.

Secretary of State Marco Rubio paused all U.S. foreign assistance funded by or through the State Department and U.S. Agency for International Development (USAID) to allow the Trump administration to review if the money puts "America First."

On Sunday, the State Department released a statement about falling in step with President Donald Trump’s executive order to reevaluate and realign foreign aid from the U.S.

"Consistent with President Trump’s Executive Order on Reevaluating and Realigning United States Foreign Aid, Secretary [Marco] Rubio has paused all U.S. foreign assistance funded by or through the State Department and U.S. Agency for International Development (USAID) for review," the statement read. "He is initiating a review of all foreign assistance programs to ensure they are efficient and consistent with U.S. foreign policy under the America First agenda. President Trump stated clearly that the United States is no longer going to blindly dole out money with no return for the American people."

The statement continued, saying the review and alignment of foreign assistance on behalf of taxpayers is a "moral imperative," adding that Rubio is proud to protect America’s investment "with a deliberate and judicious review" of how the money is spent on aiding foreign countries overseas.

"The implementation of this Executive Order and the Secretary’s direction furthers that mission," the statement read. "As Secretary of State Marco Rubio has said, ‘Every dollar we spend, every program we fund, and every policy we pursue must be justified with the answer to three simple questions: Does it make America safer? Does it make America stronger? Does it make America more prosperous?’"

The announcement comes after the Trump administration ordered staffers with USAID to stop providing foreign aid worldwide or face "disciplinary action" for not complying.

Reuters reported that the Trump administration sent a sharply-worded memo to more than 10,000 staff members at USAID on Saturday, offering a "stop-work" directive from Friday that put a freeze on U.S. foreign aid around the world.

The wire service reviewed the memo and said it laid out expectations for the workforce on how to achieve Trump’s goals to put "America First."

"We have a responsibility to support the President in achieving his vision," Ken Jackson, assistant to the administrator for management and resources wrote in the internal memo, titled "Message and Expectation to the Workforce."

"The President has given us a tremendous opportunity to transform the way we approach foreign assistance for decades to come," the memo added. Reuters reported that it confirmed the authenticity of the memo with several sources.

Trump ordered a 90-day pause in foreign aid just hours after taking office, to review if the funding was in line with his foreign policy priorities.

On Friday, the State Department issued a pause on aid worldwide.

The U.S. is the largest donor of aid globally. During fiscal year 2023, the U.S. dispersed $72 billion in assistance. It also provided 42% of all humanitarian aid tracked by the United Nations in 2024.
