FIRST ON FOX: President Donald Trump's newly sworn-in top Cabinet members are asking Congress to provide more resources to continue the administration's full court press to secure the border and facilitate large-scale deportations. 

Secretary of Homeland Security Kristi Noem, Defense Secretary Pete Hegseth and Attorney General Pam Bondi penned a letter to top appropriators in the House and Senate, pleading with them to designate more funds to the cause of securing the U.S. southern border. 

"The American people strongly support sealing our borders and returning to a lawful immigration system," Noem, Hegseth and Bondi told the lawmakers in the letter obtained exclusively by Fox News Digital.

"Even if the price of some of these measures may seem high, they are nothing when compared to the costs our country is facing in the long term of continuing the status quo," they explained. 

According to the Trump Cabinet officials, their departments need a variety of resources to continue securing the border at the current level. 

These include additional law enforcement officers; military personnel, including Active Duty and State and National Guard; aircraft and additional means of transportation to facilitate deportations; both materials and workers to finish construction of "a permanent barrier" at the border; additional immigration judges to quickly decide cases and clear the backlog; and more facilities to detain illegal immigrant waiting for deportation.

The correspondence to congressional leaders comes as a March 14 spending bill deadline approaches, and the chambers are expected to lay out a new spending deal to avoid a partial government shutdown. 

Passing a spending bill next month with satisfactory border funding could prove difficult, however, because 60 votes will be needed in the Senate. That means the Republican conference cannot pass it single-handedly and will need the support of several Democrats to get it done.

The letter from Noem, Hegseth and Bondi also coincides with congressional Republicans' efforts to put together a budget deal with provisions for border security and pass it in an expeditious manner. However, the House and Senate GOP have begun to butt heads on how to go about the key budget reconciliation process and whether to pursue one big bill with all of Trump's priorities or to use a two-bill approach, with another being passed later in the year to address Trump's tax agenda. 

By lowering the threshold for Senate passage from 60 votes to 51 out of 100, reconciliation allows the party in power to skirt its opposition to advance its agenda – provided the items included relate to budgetary and other fiscal matters. The House of Representatives already has a simple majority threshold.

In a statement to Fox News Digital, Senate Committee on the Budget Chairman Lindsey Graham, R-S.C., said, "Without new funding, President Trump’s bold border security plan will hit a wall. The administration needs the funding now and without delay."

He pointed to the $175 billion being allocated for border security measures in his recently-unveiled first reconciliation bill that will go through his committee this week. 

"Importantly, these necessary investments will be paid for by making spending cuts to other areas of the federal government," Graham explained. 

 "$175 billion is a fraction of the cost of an out of control illegal immigration system that’s poisoning America and allowing violence to reign. It’s the best money we could ever spend – and it will be paid for," the senator concluded.

Fox News Digital reached Senate Committee on Appropriations Chairwoman Susan Collins, R-Maine, and Ranking Member Patty Murray, D-Wash.; Senate Committee on the Budget Ranking Member Jeff Merkley, D-Ore.; House Committee on Appropriations Chairman Tom Cole, R-Okla., and Ranking Member Rosa DeLauro, D-Conn., and House Budget Committee Chairman Jodey Arrington, R-Texas, and Ranking Member Brendan Boyle, D-Pa., but did not immediately receive responses. 

Immigration and Customs Enforcement (ICE) has arrested more than 7,400 people in nine days across several states amid its aggressive crackdown on illegal immigration since the new Trump administration came into office. 

ICE officers have been seen carrying out raids of homes, work sites, and other establishments, while deportations have also ramped up, with the Trump administration also vowing to send the most violent migrants to Guantánamo Bay.

According to a compilation of daily totals of arrests, as of Jan. 31, ICE has so far arrested 7,412 people who the agency says are in the country illegally. The agency says that nearly 6,000 ICE detainers have been placed on individuals.

ICE has posted nine daily arrest totals to X and has also posted details from various raids across sanctuary cities like New York City, Chicago and Boston where they have scooped up illegals accused of sex crimes against minors, rapes, guns and drug offenses, while violent gang members belonging to Tren de Aragua and MS-13 have also been taken off the streets. 

Border czar Tom Homan has said the administration is currently only targeting violent illegal aliens while Homeland Security Secretary Kristi Noem, who oversees ICE, says federal immigration authorities are arresting the "worst of the worst" in raids. She says the streets are now safer as a result.

Many of the ICE raids have been carried out alongside other federal agencies such as the Drug Enforcement Agency (DEA) and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Federal Bureau of Investigation (FBI).

Noem joined an immigration enforcement raid in New York City Tuesday morning in which officers picked up Anderson Zambrano-Pacheco, 26, an alleged ringleader of the violent Tren de Aragua gang. Zambrano-Pacheco is the same man caught on camera in a viral video showing heavily armed men kicking down an apartment door at an apartment complex in Aurora, Colorado, last summer.

Luis Adolfo Guerra Perez, 19, a Guatemalan citizen and MS-13 gang member, was arrested by ICE in Massachusetts last week. He was facing state gun charges and had previously been ordered to be deported before he was released by a Boston court.

ICE has published details of more than 60 cases while the White House X account has posted details of at least 20 others.

NOEM SAYS 'WORST OF THE WORST' ARRESTED IN NYC RAID TARGETING CRIMINAL ILLEGAL IMMIGRANTS

However, for the vast majority of the 7,412, details on their criminal histories are not yet available.

The arrests total come as Secretary of Defense Pete Hegseth confirmed that the "worst of the worst" criminal migrants will be temporarily housed at Guantánamo Bay detention camp and that "all options will be on the table" for military action against the cartels.

Hegseth made the announcement in an interview with "Fox and Friends" on Friday and it came on the heels of an announcement made by President Donald Trump on Wednesday that he will be instructing the Pentagon to prepare Guantánamo Bay to detain 30,000 "criminal illegal aliens."

"Today I'm also signing an executive order to instruct the Departments of Defense and Homeland Security to begin preparing the 30,000-person migrant facility at Guantánamo Bay," Trump said. "Most people don't even know about it."

It was later learned that Trump signed a presidential memorandum, not an executive order, on the matter.

News of the arrests has been generally well-received by locals living in these areas. 

Ramses Frías, a local Queens activist who’s voiced concerns over a crime crisis gripping his neighborhood, which is partially represented by Rep. Alexandria Ocasio-Cortez, D-N.Y., said the raids have also been warmly received by the community.

"Many residents, from immigrants to citizens, welcome ICE coming in and taking the criminals out of these communities," Frías, a city council candidate, told Fox News Digital. "They welcome law and order and want safe streets."

However, not everyone agreed with the raids and Mayor Brandon Johnson recently "reaffirmed" his commitment to keep Chicago a sanctuary city, as did Boston Mayor Michelle Wu. 

Homeland Security Secretary Kristi Noem announced Wednesday the department has stopped all grant funding to nonprofits that operate outside of government control, saying they have been "perverted into a shadow government" that feeds illegal immigration.

Noem said some non-governmental organizations (NGOs), which receive millions in federal grants, have been facilitating illegal immigration by helping aliens cross the U.S. border.

"Many of these NGOs actually have infrastructure and operations set up in Mexico, on that side of the border, and are telling those illegal immigrants to come to them, and they will get them across the border," Noem said on Fox News Channel's Will Cain Show. "So they're not just operating in the United States, they're operating outside the United States to help make it easier for those who want to break our laws."

The first step to curbing the issue is to freeze the funds, reevaluate them, and make sure taxpayer dollars are going toward safe causes, she said.

"I think people are curious [to see how] grants that are given out by federal agencies [are] utilized," Noem said. 

Until an evaluation is completed, Noem said the department is "not spending another dime to help the destruction of this country."

She added not all NGOs are what they appear to be, and some could be a risk to national security.

"When somebody said NGO to me, I thought that [was] a nonprofit telling somebody about Jesus or spreading faith and salvation…," Noem said. "Then I realized over the years, it's been perverted into this shadow government."

Noem explained that NGOs create an entity to use taxpayer dollars, funding an operation the federal government cannot legally implement itself.

Recently, she said they have been used to undermine the country's national security. 

Approximately 1.5 million NGOs operate in the U.S., according to the U.S. Department of State.

NGOs can range from political advocacy groups, to religious volunteer organizations or labor unions.

There are no laws prohibiting foreign funding of NGOs, whether that be from other governments or non-government sources, according to the State Department.

In 2024, the U.S. spent more than $380 million on sheltering and service programs for illegal immigrants.

The Senate will hold votes over the weekend to accelerate the confirmation of one of President Donald Trump's key Cabinet nominees.

Lawmakers will meet for a rare Saturday session to hold a vote on whether to confirm South Dakota Gov. Kristi Noem, Trump's pick to lead the Department of Homeland Security, to the top Cabinet position. 

Senate Majority Leader John Thune, R-S.D., indicated earlier in the week that the Senate would stay over the weekend to push through the confirmation process if Democrats blocked voting efforts.

"Do we want a vote on these folks on Tuesday or vote on them on Friday, Saturday and Sunday? Because that's what we're going to do," Thune said after Democrats blocked a confirmation vote for Trump's CIA director nominee, John Ratcliffe, who has bipartisan support. "This can be easy or this can be hard."

"This is about America's national security interests, and we're stalling, so that's not going to happen," Thune said.

Noem was questioned by lawmakers on the Senate Homeland Security and Governmental Affairs Committee during her confirmation hearing earlier in the week.

The Department of Homeland Security deals with national security and immigration issues, making Noem's confirmation top of mind for Trump as he makes the crisis at the southern border a priority during his second term.

Several of Trump's nominees remain unconfirmed after the 47th president's first week in office. But Thune promised while speaking on the Senate floor on Friday that he "will continue to ensure that the Senate works as quickly as possible to get President Trump's team in place."

Votes that are expected soon after Noem's are those for Treasury Secretary nominee Scott Bessent, followed by Transportation Secretary pick Sean Duffy.

The South Dakota governor is expected to receive bipartisan support for her confirmation to the Department of Homeland Security (DHS). Her nomination advanced out of the Senate Homeland Security and Governmental Affairs Committee (HSGAC) by a vote of 13-2. Only two Democrats voted against her.

Fox News Digital exclusively obtained a copy of the South Dakota Republican's opening statement, which is set to not only showcase Noem's vision for a secure and safe nation, but also underscore her rural roots and life in the Mount Rushmore State.

NATIVE TRIBE LIFTS BANISHMENT ON NOEM AHEAD OF SENATE CONFIRMATION HEARING

President-elect Donald Trump announced NOem as his pick to lead DHS shortly after his decisive win over Harris in November, pointing to her efforts to secure the southern border amid the immigration crisis under the Biden administration. 

The DHS oversees U.S. Customs and Border Protection, Immigration and Customs Enforcement, the U.S. Secret Service and the Federal Emergency Management Agency. 

Noem's opening remarks heavily focus on securing the border, including highlighting that she was the first governor to deploy National Guard troops to border states in 2022. She has since repeatedly deployed South Dakota National Guard troops to the southern border in Texas to help stem illegal border crossings as part of Gov. Greg Abbott's Operation Lone Star.

WHAT TO KNOW ABOUT KRISTI NOEM, THE 'BORDER HAWK' NOMINATED BY TRUMP TO LEAD DHS

Noem will join the Senate committee with a bevy of high-profile endorsements under her belt, including at least eight police groups and unions throwing their support behind the South Dakota governor for DHS. 

Crises have also broken out in the waning days of the Biden administration, including a terrorist attack that shook New Orleans early New Year's Day and raging fires in the Los Angeles area. Following the attack, Noem picked up an endorsement from Republican Louisiana Gov. Jeff Landry, who warned now is "no time to play around" while calling on Senate lawmakers to swiftly confirm Noem. While the massive and historically Democrat firefighter union, the International Association of Firefighters, also endorsed Noem while the California wildfires first raged earlier this month. 

Noem is expected to note that, if confirmed, she will emphasize resiliency in the face of disaster. 

"I recognize that homeland security is not only about prevention but also about resilience. When disasters strike, as we know they will, the Department of Homeland Security must be ready to respond swiftly, efficiently, and effectively to protect the lives and property of Americans. As governor, I have worked with FEMA in response to a dozen natural disasters in South Dakota. These have included historic floods, tornados, blizzards, wildfires, a derecho, and even a global pandemic. As Secretary, I will enhance our emergency preparedness and strengthen FEMA’s capabilities. We will ensure that no community is left behind and that life-saving services like electricity and water are quickly restored," she said. 

She is set to also turn her attention to cybersecurity in the nation, vowing to prioritize protecting the nation's energy grids and financial systems from "foreign adversaries and criminal actors."

Noem has served as South Dakota's governor since 2019, gaining national attention and praise from conservatives during the pandemic when her state eschewed lockdown orders and mask mandates common in liberal states such as California and New York.

A Native American tribe in South Dakota lifted its banishment on Republican Gov. Kristi Noem in a letter Wednesday, offering its endorsement of her nomination to serve as secretary of Homeland Security, Fox News Digital has learned. 

Flandreau Santee Sioux Tribe President Tony Reider wrote a letter to Noem Wednesday informing her the tribe's executive committee voted to "remove the banishment" it placed on Noem in May and congratulated her for her nomination to serve in President-elect Trump's cabinet. 

The letter comes just days before Noem is scheduled to appear before the Senate Homeland Security and Governmental Affairs Committee for her confirmation hearing. 

"I commend you on your nomination by President Elect Donald Trump to the position of Secretary of U.S. Department of Homeland Security, and hereby support your nomination. I wish you the best of luck during the Senate confirmation hearing on January 17, 2025, and believe that your dedication to the safety and security of the United States will benefit us all," Reider's letter states, according to a copy obtained by Fox News Digital. 

SOUTH DAKOTA GOV. NOEM BANNED FROM TRIBAL RESERVATION OVER REMARKS ON US SOUTHERN BORDER

All nine native tribes in South Dakota banned Noem from their reservations last year after outrage over her suggestion that tribal leaders benefit from cartels and the immigration crisis and comments regarding native children's futures. The Flandreau Santee Sioux Tribe was the last tribe to ban her.

"Their kids don’t have any hope. They don’t have parents who show up and help them. Reider addressed the issue in his letter to Noem Wednesday, explaining that the governor has apologized for her previous remarks and explained her commentary.

"One of the stipulations contained in the banishment resolution was that you apologize for the comments that were made regarding tribal members and the education of tribal member children which were deemed offensive by some. In several meetings before and after the resolution was passed, you not only explained your position, but apologized if the comments offended the Tribe. You additionally sought advice on how to phrase such communications moving forward, which the Tribe and I appreciated," Reider wrote. 

TRIBES BLAST SOUTH DAKOTA GOVERNOR'S CLAIM THAT LEADERS ARE BENEFITING FROM DRUG CARTELS

The letter comes as Noem prepares for her Senate confirmation hearing Friday morning.   

Trump announced Noem as his pick to lead DHS shortly after his decisive win over Kamala Harris, citing the Republican governor's efforts to secure the southern border, which has been overwhelmed by illegal crossings under the Biden administration. 

In the months since her nomination, Noem has picked up endorsements from at least eight police groups or unions, including a union that represents thousands of Border Patrol agents. 

Republican Louisiana Gov. Jeff Landry also called on Senate lawmakers, most notably Democrats, to swiftly confirm Noem after a terrorist attack that shook New Orleans on New Year's Day. 

The International Association of Fire Fighters, a large, historically Democratic firefighter union, also recently endorsed Noem, arguing during the raging wildfires in Los Angeles she "understands emergency management and the importance of government response to emergencies both natural and man-made."

Republicans will hold confirmation hearings this week for more than a dozen high-profile administration picks for President-elect Trump's next term, including those for Pete Hegseth, Sen. Marco Rubio, R-Fla., and Gov. Kristi Noem, R-S.D.

Hegseth, Trump's Secretary of Defense pick, will have one of the first hearings on Tuesday, when he will go before the Senate Armed Services Committee at 9:30 a.m. and face questions from both Democrats and Republicans. 

Rubio and Noem were tapped by Trump to be his Secretaries of State and Homeland Security, respectively. Noem will appear before the Senate Committee on Homeland Security and Governmental Affairs on Wednesday at 9 a.m., while Rubio is set to face the Senate Committee on Foreign Relations at 10 a.m.

Other Tuesday hearings include those for Doug Collins to serve as Secretary of Veterans Affairs and former North Dakota Gov. Doug Burgum for Secretary of the Interior. 

Trump also chose Pam Bondi for attorney general, John Ratcliffe to direct the Central Intelligence Agency (CIA), Russell Vought to lead the Office of Management and Budget (OMB), Sean Duffy for Secretary of Transportation and Chris Wright to be Secretary of Energy. Hearings for each of them will be on Wednesday.

So I'm hopeful that Secretary of State, as well as Department of Homeland Security, will be approved either on the day of the inauguration, the day after or that week, as well as a few others — Department of Defense."

Republicans are particularly motivated to confirm Trump's national security team, especially in the wake of a recent terror attack in New Orleans, Louisiana, in which 14 were killed, and 35 people were injured. 

FIRST ON FOX: As fires rage in California, the largest firefighter union in North America threw its support behind South Dakota Gov. Kristi Noem for secretary of the Department of Homeland Security after notably remaining politically neutral in the 2024 election cycle. 

"We support President Trump’s nomination of Governor Kristi Noem for Secretary of the Department of Homeland Security. As a Governor, nominee Noem understands emergency management and the importance of government response to emergencies both natural and man-made," International Association of Firefighters (IAFF) General President Edward Kelly wrote in a letter to Sens. Rand Paul, R-Ky., and Gary Peters, D-Mich., the respective chair and ranking member on the Senate Committee on Homeland Security.

"She has earned broad support from law enforcement unions, and we join many other organizations in calling for her speedy confirmation."

The IAFF's letter of endorsement for Noem comes as multiple fires rip through Los Angeles County, causing at least five deaths, widespread damage and the evacuation of more than 100,000 residents. Fox News Digital exclusively obtained the IAFF's endorsement on Thursday.

The IAFF's endorsement of Noem comes after the union notably decided against endorsing Vice President Kamala Harris or Trump ahead of the general election. 

"The IAFF Executive Board determined that we are better able to advocate for our members and make progress on the issues that matter to them if we, as a union, are standing shoulder-to-shoulder. This decision, which we took very seriously, is the best way to preserve and strengthen our unity," Kelly said in an October statement declaring the union would remain neutral during the election. 

A source familiar with Noem's nomination process highlighted the timing of the IAFF'S endorsement amid the raging California fires, saying the urgency behind its Noem support shows firefighters know "it’s important that President Trump have his whole team in place as quickly as possible to keep America safe from all threats."

Noem's Senate confirmation hearing with the Committee on Homeland Security & Governmental Affairs is scheduled for Wednesday, kicking off at 9 a.m. 

Noem is heading into the final leg of the confirmation process armed with support from law enforcement unions and groups. At least eight police groups or unions have sent letters to Paul calling for a speedy confirmation process, including a union that represents thousands of Border Patrol agents.

Republican Louisiana Gov. Jeff Landry also called on Senate lawmakers, most notably Democrats, to swiftly confirm Noem after a terrorist attack that shook New Orleans on New Year's Day.

Trump announced Noem as his pick to lead DHS shortly after his decisive win over Harris at the ballot boxes, citing the Republican governor's efforts to secure the southern border, which has been overwhelmed by illegal crossings under the Biden administration. 

"Kristi has been very strong on Border Security. She was the first Governor to send National Guard Soldiers to help Texas fight the Biden Border Crisis, and they were sent a total of eight times. She will work closely with ‘Border Czar’ Tom Homan to secure the Border, and will guarantee that our American Homeland is secure from our adversaries. Early on New Year's Day, chaos broke out on Bourbon Street in New Orleans as revelers partied on the streets in celebration of the holiday. The suspect, later identified as Shamsud-Din Jabbar, is accused of ramming a truck into the crowd on the beloved and famed party street, killing at least 14 and injuring dozens of others. Jabbar, who was armed with a Glock and a .308 rifle, was killed after opening fire on police. 

Landry's office said the Republican governor is expected to meet with President Biden on Monday, when he will press the commander in chief to issue a Presidential Disaster Declaration following the attack.

"We represented our members as they reported for work every day while others remained home during COVID and as groups of rioters attacked our members with a variety of weapons," James Tignanelli, the president of the Michigan police group, wrote in a letter to Paul on Dec. 5. 

"The job has grown even more difficult because the Biden Administration has intentionally failed to enforce our immigration laws. Criminal aliens and deadly fentanyl have crossed our open borders and have increased crime in both rural and urban communities across Michigan. We always had the northern border to patrol. Now, the open border across the south has consumed Michigan as well. The current leadership of the Department of Homeland Security has betrayed us. Claims of ‘the border is secure’ were and are absurd," he continued. 

The National Border Patrol Council, a union representing about 18,000 Border Patrol agents, called on Paul and his Senate colleagues to "quickly" consider Noem’s confirmation.

"The border is a war zone, so we’re sending soldiers," Noem said in a press release in February, which marked the fifth deployment of National Guard troops to the border under the Biden administration. "These soldiers’ primary mission will be construction of a wall to stem the flow of illegal immigrants, drug cartels, and human trafficking into the United States of America."

Fraternal Order of Police President Patrick Yoes wrote in his letter to Paul that his organization also looks "forward to working with [Noem] to secure our border."

Perez echoed that sentiment for Border Patrol agents, specifically, calling for Noem’s speedy confirmation to bolster the border and homeland security overall. 

"We are confident that as Secretary, Governor Noem will continue to ensure Border Patrol agents have the resources and manpower that we need to secure our border. We urge you to quickly begin consideration of this critical nomination and confirm Governor Noem as Secretary once President Trump is sworn in," Perez said.
